tools/genext2fs: switch to codeload.github.com 

As written on the genext2fs.sourceforge.net page:
"If you want bugfixes and nicer features though, you will have to grab
the source from github and build it yourself."

This commit switches the download from sourceforge to
codeload.github.com.
