qualcommax: enable DEBUG_BUGVERBOSE

Enable DEBUG_BUGVERBOSE by default on qualcommax as without it once BUG()
is called we will not get any output other than
"------------[ cut here ]------------"
which is not usefull at all, so since we dont have kernel size constraints
lets enable it by default.
